Hanover Committee Adopts I-B3 Zone Amendment, Introduces $2.3M Bond

NJ HANOVER — Hanover advances zone changes and capital improvements in May meeting. The Committee voted unanimously to adopt Ordinance 24-2026, amending the I-B3 district to allow retail uses on smaller standalone lots without large-scale development requirements, responding to changed market conditions since 2010; the Planning Board endorsed the amendment despite noting inconsistency with the master plan. The Committee also introduced a $2.3 million bond ordinance for capital projects including police dispatch center upgrades, public works equipment, and street resurfacing, structured as short-term notes expected to be repaid from a $3 million contaminated property tax sale.
Two ordinances extended affordability controls on 100 existing rental units across Metrowest I and Sterling Parc for 30 additional years. All actions passed unanimously among the four members present.
